Malians celebrate, French-led forces clear Timbuktu

GAO/SEVARE, Mali (Reuters) - Residents of Mali's northern town of Gao, captured from sharia-observing Islamist rebels by French and Malian troops, danced in the streets to drums and music on Sunday as the French-led offensive also drove the rebels from Timbuktu.

The weekend gains made at Gao and Timbuktu by the French and Malian troops capped a two-week whirlwind intervention by France in its former Sahel colony, which has driven al Qaeda-allied militant fighters northwards into the desert and mountains.

In Gao, the largest town in the north where the Islamist insurgents had banned music and smoking, cut off the hands of thieves and ordered women to wear veils, thousands cheered the liberating troops with shouts of "Mali, Mali, France, France".

French special forces backed by Rafale fighter jets and Tiger helicopters had helped capture the town early on Saturday.

Among the celebrating Gao crowds, many smoked cigarettes, women went unveiled and some men wore shorts to flout the severe sharia Islamic law the rebels had imposed for months. Youths on motorcycles flew the flags of Mali, France and Niger, whose troops also helped secure the ancient town on the Niger River.

"Now we can breathe freely," said Hawa Toure, 25, wearing a colorful traditional African robe banned under sharia for being too revealing. "We are as free as the wind today. We thank all of our friends around the world who helped us," she said.

French and Malian troops also arrived at the weekend at the fabled Saharan trading town of Timbuktu, more than 300 km (190 miles) to the west of Gao, and were working to restore government control over the UNESCO World Heritage Site.

A Malian military source said the French and Malian troops had met no resistance up to the gates of Timbuktu and controlled the airport. They were working on flushing out any Islamist rebel fighters still hiding in the city, a labyrinth of ancient mosques and monuments and mud-brick homes between alleys.

"Timbuktu is delicate, you can't just go in like that," the source, who asked not to be named, said.

A third northern town, the Tuareg seat of Kidal, in Mali's rugged and remote northeast, remains in rebel hands.

The United States and Europe are backing the U.N.-mandated Mali operation as a counterstrike against the threat of radical Islamist jihadists using the West African state's inhospitable Sahara desert as a launch pad for international attacks.

FEARS OF GUERRILLA WAR

Fighters from the Islamist alliance in north Mali, which groups AQIM with Malian Islamist group Ansar Dine and AQIM splinter MUJWA, had destroyed ancient shrines sacred to moderate Sufi Moslems in Timbuktu, provoking international outrage.

They had also applied amputations for thieves and stoning of adulterers under sharia law.

As the French and Malian troops push into northern Mali, African troops from a continental intervention force expected to number 7,700 are being flown into the country, despite delays due to logistical problems and the lack of airlift capacity.

France sent warplanes and 2,500 troops to Mali after its government appealed to Paris for help when Islamist rebels launched an offensive south towards the capital Bamako early in January. They seized several towns, since retaken by the French.

In the face of the two-week-old French-Malian counter offensive, the rebels seemed to be pulling back north into the trackless desert wastes and mountain fastnesses of the Sahara.

Military experts fear they could carry on a grueling hit-and-run guerrilla war against the government from there.

A leader of Mali's main Tuareg insurgent movement, MNLA, whose initial separatist rebellion in the north was hijacked by al Qaeda and its local Malian allies, offered help from his group's desert fighters to the French-led offensive.

Speaking at Ouagadougou in Burkina Faso, Ibrahim Ag Mohamed Assaleh said the MNLA was preparing to attack the withdrawing al Qaeda-allied Islamist forces and its leaders, whom he said were hiding in the Tidmane and Tigharghar mountains in Kidal region.

At Konna, 500 km (312 miles) southeast of Gao and recently recaptured from the rebels, some people were still afraid.

"No-one believes the rebels will give up without resisting. They may be regrouping for an attack, there is fear of a guerrilla war," said Salou Toure, a middle-aged resident of Timbuktu who had fled that town three months ago.

"WE CUT HIS THROAT"

In Gao, the atmosphere was jubilant. Malian army Colonel Didier Dacko declared the town "liberated"."I thank France and all friendly nations for helping Mali," he told the crowds.

Gao Mayor Sadou Diallo, who had taken refuge in Bamako during the Islamist occupation, was triumphantly reinstalled.

Around a dozen "terrorists" were killed in the taking of Gao, while French forces suffered no losses or injuries, France's defense ministry said.

Youths in the city said there were still some rebels and rebel sympathizers around, but they were being found. "Yesterday, even, we found one hiding in a house. We cut his throat," one man said, asking not to be named. "Today we found another and we brought him to the army."

Human rights groups have expressed fears of violent reprisals being taken against lighter-skinned Malians suspected of sympathizing with the Islamist rebels, who have many Tuaregs and Arabs in their ranks.

At an African Union summit in Addis Ababa, outgoing AU chairman Thomas Boni Yayi, president of Benin, criticized Africa's slow response to the Islamist insurgency in Mali.

"How could it be that when faced with a danger that threatens its very foundations, Africa, although it had the means to defend itself, continued to wait," Yayi said.

OFFERS OF FUNDS, HELP

Around 1,900 African troops, including Chadian, have been deployed to Mali so far as part of the planned U.N.-backed African intervention force, known as AFISMA. Burkina Faso, Benin, Nigeria, Senegal, Togo, Niger and Chad are providing troops. Burundi and other nations have pledged to contribute.

The United States and Europe, while providing airlift and intelligence support to the anti-militant offensive in Mali, are not planning to send in any combat troops. Washington agreed to fly tankers to refuel French warplanes.

The AU is expected to seek hundreds of millions of dollars in logistical support and funding for the African Mali force at a conference of donors to be held in Addis Ababa on January 29.

European Commissioner for Development Andris Piebalgs told Reuters in Addis Ababa he believed enough funds would be offered to sustain the African troop intervention for a year.

Piebalgs added the latest estimated cost of the operation he had seen was 430 million euros ($579.42 million).

Breaking: Green Deal Finance Company confirms 6.96 per cent ...

The Green Deal Finance Company (GDFC) has today confirmed that initial interest rate for finance packages available under the Green Deal energy efficiency scheme will stand at 6.96 per cent.

The underlying rate means that when operating fees are taken into account indicative interest rates on a financing package of ?5,000 will range from 7.67 per cent to 7.96 per cent depending on the duration of the loan.

The figure is lower than the eight to nine per cent some observers had predicted. GDFC said it would provide ?competitively priced finance [that is] open to all?, but Labour Shadow Climate Minister Luciana Berger attacked the offer as a ?sky high interest rate? that represents a ?bad deal for the public?.

The GDFC, a non-profit company backed by a group of 55 companies orchestrated by PwC, will offer funding to all accredited Green Deal providers at the same initial rate of 6.96 per cent per annum.

However, it will also impose a set up charge of ?63 for each Green Deal Plan and an annual operating charge of ?20, which will be payable by Green Deal providers and can be added to the overall cost of finance for the household or business that has signed up to the scheme.

The company said that due to the fixed costs associated with the administration fees households and businesses would get a better rate of interest if they undertook a wider range of building improvements.

For example, a Green Deal package of ?1,500 that only undertook basic insulation would result in a maximum interest rate of 9.34 per cent, but a wider package of measures worth ?5,000 would result in an annual interest rate of 7.96 per cent over 10 years or 7.67 per cent over 25 years.

?Our all-in cost of finance shows that the more energy efficiency measures a household takes advantage of, the better the long term return in terms of savings, and the lower the cost of overall finance,? said Mark Bayley, chief executive of the GDFC, in a statement.

The GDFC said the rates were comparable to the best high street rates for long-term unsecured loans and the government has consistently argued that Green Deal financing will adhere to the scheme?s golden rule whereby repayments are lower than the savings people receive from their energy bills.

But Berger warned interest rates in excess of seven per cent would badly undermine the appeal of a scheme that is meant to deliver a nationwide revamp of the UK?s building stock.

?The whole point of the Green Deal is that households are meant to save money on their energy bills ? but with rip off interest rates, hidden charges and penalty payments the Green Deal could end up costing people more than they save,? she said. ?With sky high interest rates like these it?s hard to see how the Green Deal will be anything other than a bad deal for the public.?

According to Labour calculations a household taking out a 25 year Green Deal package worth ?10,000 at a 6.96 per cent rate of interest would end up repaying close to ?21,000 over the course of the loan.

Concerns are also being raised about the reach of the scheme with the GDFC confirming that around 20 per cent of households will not be able to qualify for a Green Deal package.

However, Bayley insisted the reach of the scheme far exceeded any existing finance package and many of those qualifying for the scheme would have credit ratings that would demand much higher interest rates were they applying for other unsecured loans.

?We estimate that four out of five energy bill payers in the population will be able to access this finance,? he said. ?We know of no other source of low-cost credit which is this inclusive.

?While we?re committed to financial inclusion, we will only lend responsibly. That means finding other ways to help those already in default on their financial obligations. We will work with leading local authorities and providers to see how tailored local support, combined with the Government?s ?540m Affordable Warmth and Carbon Saving Communities programmes, can reach those who need additional help.?

The scheme officially launches on Monday, backed by a ?2m advertising and marketing campaign and a major cashback offer, which will provide early adopters with cash payments worth hundreds of pounds.

Ministers are hoping the opportunity to undertake property improvements at no upfront cost, secure net savings on energy bills, and in some cases receive in excess of ?1,000 in cash payments will encourage significant take up for the flagship scheme.

Bayley told BusinessGreen he expects the GDFC to hand out between ?200m and ?300m over the first year of the scheme and the organisation is in the last stages of raising finance. The first loans are expected to be paid out in April.

In October, HTC posted an atrocious, -61% year-on-year sales decline. In November, that decline suddenly moderated to -31% as HTC was able to deliver a nice 23% month-on-month sales rebound. Now we find out that in December, HTC managed to slash its annualized sales decline to just -18% as sales inched up 1.6% between November and December.

Is 1.6% sales growth from November to December really something to celebrate? Well, yes. Yes, it is. Because in the handset business, December is always a weaker shipment month than November. Vendors peak in November, when they move the Christmas product to retailers. In December, shipment volumes slump in anticipation of weak January demand. HTC has always showed a December revenue decline from November, even during its hot run in 2009 and 2010.

Until now.

December 2012 marked the first time HTC actually increased sales from the previous month. That is why the annualized sales decline rate has now corrected smartly from -61% pace to -18% in? just two months.

So yes, Q4 sucked as a quarter. But the monthly numbers now reflect exceptional improvement during the period. This is most likely due to decent demand for the Windows Phone 8X, HTC?s high-end Windows Phone, and strong European demand for the Windows Phone 8S.

HTC may still be stumbling in the Android market, but its new Windows Phones seem to have stopped its revenue collapse and may actually lead to year-on-year sales growth by February.

California Lone Gray Wolf Passes One-Year Anniversary

FRESNO, Calif. ? He doesn't like busy Interstate 5 or eating cattle, at least so far. He gets along with his distant cousins the coyotes, likes to swim and roams a lot ? an awful lot ? around the northernmost reaches of the Golden State.

A week or so ago, California's lone gray wolf passed his one-year anniversary as a transplant resident with the same technical accoutrements some people possess: a Twitter account and an online site about his travels.

"What strikes me about him is that when I talk to the general public they show remarkable knowledge about his movements, much more than some world events," said Richard Callas, a senior environmental scientist with the California Department of Fish and Wildlife. "Wolves captivate public interest.

"No matter how you feel about wolves, when you see one it's amazing," he added.

Far larger than coyotes, wolves were feared and hunted to near-extinction in the U.S. before being protected by the Endangered Species Act. They were reintroduced in the Northern Rockies in the mid-1990s, and some migrated into Idaho and Oregon, where they have quickly reproduced.

California's wolf is known as OR-7 because he was the seventh in Oregon to be fitted with a GPS tracking collar. While most wolves stay within 100 miles of where they were born, OR-7 proved different: he trotted 1,000 miles from northeast Oregon to California, then more than 2,000 since arriving.

Scientists speculate the 3 1/2-year-old is looking for a mate or a new pack, though they know both prospects are remote. He is believed to be the first of the predators to roam within the state's boundaries since 1924, when the last gray wolf was killed by a trapper intent on making the West safe for cattle.

"The reality is OR-7 is not likely to find a mate in California. He'll likely pass on without successfully reproducing," said Karen Kovacs, whose job as wildlife program manager for the state Department of Fish & Wildlife has been focused lately on this one animal.

His presence has prompted action by one state and two federal agencies that now have to figure out how to manage the species if others follow in his 5-inch paw prints. Federal wildlife agencies had not considered California a part of the original western states wolf recovery plan.

Currently the state is considering a petition that would list the wolf as endangered, as he already is federally in California. Killing the wolf means a $100,000 federal fine.

If the state's wildlife commission approves the petition come October, authorities would determine how many wolves would be needed to populate a given area before the species would not be considered endangered anymore. It would include a plan to deal with livestock depredation and monitoring for disease such as distemper and rabies.

OR-7 has aroused concerns among residents of the northeastern counties who fear the wolf will kill livestock, although officials say he has not so far.

The California Cattlemen's Association opposes listing the wolf on California's endangered species list based on a single animal wandering into the state.

"Any time a predator is introduced, or in this case crosses the border, it concerns people especially those in Northern California where this wolf now seems to call his home," said Justin Oldfield, vice president of government relations for the association. "Our goal now is to work with (wildlife agencies) to see how we can manage this predator in California. That would include things such as ... what livestock owners can do to protect their animals."

The lone wolf also has been celebrated by fans such as (at)iamgreenbean who this week sent the message "We are THRILLED to have you" to the Twitter account (at)WolfOR7. The anonymous wolf often tweets about eating ungulates, or asking journalists, "Why the fixation with my love life?"

So beloved is OR-7 in Oregon that a newspaper cartoonist depicted him as a candidate during the 2012 presidential campaign.

Despite the high tech gadgetry hanging from his neck, sightings are rare. Kovac's department updates a tracking map when OR-7 moves significantly out of an area, but since July he has been hanging out mostly in Tehama County, and wildlife officers don't want the public to know exactly where. Cattle ranchers, however, are warned if he gets too close or stays too long in one area.

"When we believe he's reached a threshold, when he's hanging around in one area too long,... we have felt compelled to knock on doors and tell them to be a little more vigilant," Kovacs said.

For the past month, he has been roaming around the northern and eastern edges of Tehama County around Red Bluff as he follows deer migrating from the northern Sierra to lower grazing areas at around 1,500 feet. He has approached I-5 on several occasions, but never crossed the freeway though he has repeatedly crossed less traveled highways.

With a sample size of just one, it's hard to note any breakthroughs in wolf science, though researchers have been amazed at the distances OR-7 has covered. The 3,000 miles recorded are just connecting the dots between GPS coordinates and don't count any meandering in between.

"If you look at dispersing gray wolves, OR-7 is clearly on the far end of the bell curve in terms of how far he has traveled," Kovacs said. "He's not the first, but there are a handful that have traveled this far. That has been what's most interesting about him."

Even though my daughter is a little girl, I want her to socialize and learn new things. I decided that I am going to take my daughter to this?Preschool Irvine?Montessori Institution. My colleague from work told me that they provide excellent services. I want my daughter to be able to spend her day in a happy environment with children of her age. I also want her to start learning foreign languages and how to use computers. Although she is just six years old, I think that this is the perfect time for her to study something which is going to be useful for her entire life.

(AP) ? Israel's premier pledged Sunday to build a fortified fence along the frontier with Syria, warning that radical Islamist forces have taken over the area.

Israel has largely stayed out of the civil war that has engulfed Syria and killed more than 60,000 people, but it is concerned that violence could spill over into Israel.

Israel worries that Syrian President Bashar Assad might try to draw Israel into the fighting as a distraction if his situation becomes desperate. An even greater concern is a scenario in which Assad is toppled, Islamic extremists take his place and gain control of Syria's stockpile of chemical weapons.

Prime Minister Benjamin Netanyahu spoke as Assad delivered a rare nationwide address in Syria, calling for a national reconciliation conference. Assad claimed that "terrorists who carry the ideology of al-Qaida" were active in his country and demanding that foreign countries stop arming the rebels.

Speaking at a weekly Cabinet meeting, Netanyahu said the Syrian regime was "unstable," and Israel was concerned about the country's chemical weapons capabilities. Therefore, he said Israel needed a barrier on its frontier with Syria, similar to a structure it has nearly completed along its border with Egypt. That fence has largely stopped the flow of African migrants.

"We intend to erect an identical fence, with a few changes based on the actual territory, along the Golan Heights. We know that on other side of our border with Syria today, the Syrian army has moved away, and in its place, global jihad forces have moved in," he said. "Global jihad" is the term Israel uses for forces influenced by al-Qaida. Syria's rebels include some al-Qaida-allied groups.

"We are coordinating our intelligence and readiness with the United States and others so that we might be prepared for any scenario and possibility that could arise," Netanyahu said. His office did not say long it would take to complete the project.

Israel captured the Golan Heights in the 1967 Mideast war and later annexed the strategic plateau, a move not recognized by the international community. Despite constant hostility between the two countries, Syria has kept the border mostly quiet since the 1973 Mideast war.

Israel has grown jittery since pro-Palestinian activists breached the frontier during two demonstrations in 2011. Following that unrest, Israel began laying mines along the frontier and reinforcing the fence that already exists.

Defense officials say they have already fortified 10 kilometers (6 miles) out of the planned 70-kilometer (45-mile) route it plans.

Since the uprising against Assad began in March 2011, several mortar rounds and other light munitions have landed on the Israeli side of the frontier. Israel suspects these were cases of stray fire and were not intended to spark a new front, but Israel fired warning shots back to deter further incidents.

Israel has almost completed a barrier along 200 kilometers (125 miles) of its border with Egypt to block African migrants and militants from crossing in from the lawless Sinai peninsula.

Israel previously constructed a barrier along and in the West Bank aimed at keeping Palestinian suicide bombers out of its cities.

3 Trends to Watch at CES 2013

Every year, January brings three things: post-holiday gift returns, half-hearted New Years? resolutions, and the Consumer Electronics Show (January 8-11)?which, if you?ve somehow managed to avoid hearing about it until now, is the largest gadget convention in the world. As big companies such as Microsoft have pulled back from the show and electronics manufacturers have largely abandoned the yearly product cycle that used to cater to the yearly event, the influence of CES on tech news has waned somewhat. Nevertheless, it remains a good indicator of trends percolating up through the industry. Here?s a list of three technology stories that we?ll be keeping an eye out for at the show next week.

TV Tech Goes (Even More) Bonkers


Now that everyone has finally replaced their old tube sets with HDTVs, the industry is desperate to outmode all those 720p and 1080p flat panel sets with all-new technologies. The past few years have brought smart TVs, 3DTVs, and last year, 4K TVs with roughly 4 times the resolution of 1080p sets. But none of these technologies have caused consumers to ditch their perfectly good HDTVs. This year, expect more 4K sets and odd hybrids like the 4K Ultra-D 2180p glasses-free 3D television, which gathers all the hype in one convenient package.

4K TVs really do look gorgeous (even though there is pretty much no content available yet to display on them) and the first manufacturer to bring costs down from the stratosphere might have a viable TV revolution on its hands. Also look for evolutionary steps on Internet TV delivery services and smart TV platforms that take greater advantage of HTML 5 apps.

The PC Evolves (or Disappears)


So now Windows 8 has launched, and consumers really don?t know what to make of the new operating system. It?s supposed to blur the distinction between a tablet and a desktop OS, but that has opened the door for so much reinvention and experimentation with the tablet and laptop form factor that now no one knows what to buy. Should my next machine fold, flip, or break apart from its keyboard? Should it be a tablet with a keyboard cover? For now, the question of what a computer should be is ?all of the above,? and CES will likely showcase even more experimentation and funky form factors that will either point the way to the future of the PC or point to its extinction.

Rise of the Chinese Tech Brand


Yes, yes, we all know pretty much all our gadgets are made in China, but until recently, most of that manufacturing was for U.S., Japanese, and Korean tech brands. Now, Chinese companies such as Huawei, Hisense, and TCL are looking to make a mark in the U.S. with smartphones and TVs that aim to steal market share from giants such as Samsung, Motorola, LG, and Sony. Look for a huge-screen phone from Huawei and smart TV products from Hisense and TCL.

(AP) ? Six Russians were killed and two others were injured when their snowmobile slammed into a fence and flipped over into a ditch during a night run down an Italian ski slope.

RAI state radio reported early Saturday that the crash occurred on an unlit slope late Friday on Mount Cermis in northeast Italy.

The Russian consul general in Milan, Alexei Parmonov, said on Russian state television that he was in contact with Italian investigators, who he said suspect the crash was caused by excessive speed. They also were checking the possibility of a mechanical malfunction.

Russian news reports said the snowmobile was pulling a sled, which is where most of the passengers were sitting.

Parmonov identified the four men and two women who died in the crash. Five of them and also one of the injured men were tourists from Krasnodar, a region in southern Russia that includes Sochi, which is preparing to hold the 2014 Winter Olympics.

One of the dead women and the other injured man worked in Italy in the tourist industry.

The Russian diplomat gave the names of the dead: Denis Kravchenko, Irina Kravchenko, Vyacheslav Sleptsov, Yulia Yudina, Lyudmila Yudina and Rafilya Pshenichnaya. The injured, he said, were Boris Yudin and Azat Agafarov. All except Pshenichnaya and Agafarov were tourists from Krasnodar.

Yudin's 17-year-old son, who stayed behind in the hotel, lost his mother and sister in the accident, while his father was hospitalized with multiple fractures, Parmonov said.

Beating of MP: Benkirane Summoned to Apologize to the Parliament ...

The PJD MPs, along with several other members of parliament have decided to demand the president of the government to apologize to the legislative house. The request came as a reaction to what they described as ?the insult,? following the beating of Abdessamad El Idrissi, a PJD MP, by security forces in front of the parliament.

Last Thursday, the MP was subjected to a beating after the heavy-handed intervention of security forces to disperse unemployed protestors who were demanding their integration into government jobs, according to news reports.

Mr. El Idrissi held the Pasha of Rabat responsible for what happened and explained that though he showed documents which proved his identity as an MP, he was beaten and insulted in the presence of the Pasha.

The MPs of the Authenticity and Modernity Party (PAM) are also reported to have called for a meeting, demanding the attendance of the minister of interior, the minister of justice and the general director of national security.

On the other hand, the daily Akhbar Alyawm reported that King Mohamed VI phoned President Benkirane and expressed his discontent with the way the MP was treated and called for the enforcement of the law.
