NATO firms up Afghanistan exit plan

Updated at 5:50 p.m. ET: CHICAGO -- NATO leaders sealed a landmark agreement on Monday to hand control of Afghanistan over to its own security forces by the middle of next year.

Leaders gathered at a NATO summit in Chicago formally endorsed a U.S.-backed strategy that calls for a gradual exit of foreign combat troops by the end of 2014 but left major questions unanswered about how to prevent a slide into chaos and a Taliban resurgence after the allies are gone.

?Today we have taken further important steps on the road to a stable and secure Afghanistan and to our goal of preventing Afghanistan from ever again becoming a safe haven for terrorists that threaten Afghanistan, the region, and the world,? NATO members said in a joint declaration.

The two-day meeting of the 28-nation alliance marked a milestone in a war sparked by the September 11 attacks that has spanned three U.S. presidential terms and outlasted al-Qaida leader Osama bin Laden.

President Barack Obama and NATO partners sought to show their war-weary voters the end is in sight in Afghanistan - a conflict that has strained Western budgets as well as patience - while at the same time trying to reassure Afghans that they will not be abandoned.

A decision by France's new President Francois Hollande to pull out French troops by the end of December - two years ahead of NATO's timetable - has raised fears that other allies may also think about a rush to the exits.

After at least 45 people were arrested over the weekend amid violent clashes at the NATO summit in Chicago. NBC's Chuck Todd reports.

Obama acknowledged NATO's plan was fraught with risk even as he touted it as a sound approach.

"We are now unified behind a plan to responsibly wind down the war in Afghanistan," Obama told the summit's closing news conference.

Activists express disbelief at NATO summit bomb plot arrests

Alliance leaders, in a final communiqu?, ratified plans for the NATO-led International Security Assistance Force to hand over command of all combat missions to Afghan forces by the middle of 2013 and for the withdrawal of most of the 130,000 foreign troops by the end of 2014.

The statement deemed it an "irreversible" transition to full security responsibility for fledgling Afghan troops, and said NATO's mission in 2014 would shift to a training and advisory role. "This will not be a combat mission," it said.

Doubts remain, however, whether Afghan forces will have the capability to stand up against a still-potent Taliban insurgency that Western forces have failed to defeat in nearly 11 years of fighting.

NATO summit prompts little buzz on streets of Kabul

NATO diplomats said thinking had moved to the logistical challenge of getting a multinational army that size out of the Afghan mountains and deserts and back home - safely and with their equipment.

They said the aim was to sign a framework agreement with Afghanistan's northern neighbor, Uzbekistan, to allow "reverse transit" of NATO supplies from Afghanistan.

NATO has also been trying to persuade Pakistan to reopen its territory to NATO supplies, which Islamabad has blocked since NATO forces killed 24 Pakistani soldiers forces in a cross-border incident last year.

But despite a face-to-face encounter with Pakistan's president, Obama failed to resolve?the dispute.

Defense Secretary Leon Panetta,?speaking at a joint press conference with Veterans Affairs Secretary Eric Shinseki after touring Lovell Federal Health Care Center in Chicago, said that the two sides "still have a ways to go."

Meanwhile, anti-war protesters staged a peaceful march on the headquarters of U.S. defense contractor Boeing. Between 200 and 300 demonstrators, some throwing paper planes, gathered in a festive atmosphere outside the company's headquarters.

Occupy Chicago, the local chapter of the loose-knit anti-Wall Street Occupy movement, had promised to shut down Boeing's headquarters, which it called "NATO's war machine."

The demonstrators gathered only briefly outside Boeing's building and then moved on.

The?demonstration came a day after a protest march Sunday that was one of the city's largest in years, with thousands of people airing grievances about war, climate change, economic inequality and a wide range of other complaints.

Some protesters hurled sticks and bottles at police. Officers responded by swinging their batons. The two sides were locked in a standoff for two hours.

Forty-five protesters were arrested and four officers were hurt, including one who was stabbed in the leg, police said.

APNewsBreak: 22 states join campaign finance fight

HELENA, Mont. (AP) ? Twenty-two states and the District of Columbia are backing Montana in its fight to prevent the U.S. Supreme Court's 2010 Citizens United decision from being used to strike down state laws restricting corporate campaign spending.

The states led by New York are asking the high court to preserve Montana's state-level regulations on corporate political expenditures, according to a copy of a brief written by New York's attorney general's office and obtained by The Associated Press. The brief will be publicly released Monday.

The Supreme Court is being asked to reverse a state court's decision to uphold the Montana law. Virginia-based American Tradition Partnership is asking the nation's high court to rule without a hearing because the group says the state law conflicts directly with the Citizens United decision that removed the federal ban on corporate campaign spending.

The Supreme Court has blocked the Montana law until it can look at the case.

The Montana case has prompted critics to hope the court will reverse itself on the controversial Citizens United ruling. The 22 states and D.C. say the Montana law is sharply different from the federal issues in the Citizens United case, so the ruling shouldn't apply to Montana's or other state laws regulating corporate campaign spending.

But the states also said they would support a Supreme Court decision to reconsider portions of the Citizens United ruling either in a future case or in the Montana case, if the justices decide to take it on.

Legal observers say don't count on the Supreme Court reconsidering its decision.

"It is highly unlikely that the Court would reverse its decision in Citizens United," said law professor Richard L. Hasen of the University of California-Irvine.

At best, the court would listen to arguments and might agree a clarification is needed to allow the Montana law to stand. But even that is a long shot, Hasen said.

Montana Attorney General Steve Bullock argues that political corruption in the Copper King era led to the state ban on corporate campaign spending. A clarification of Citizens United is needed to make clear that states can block certain political spending in the interest of limiting corruption, he said.

American Tradition Partnership argues that the state bans unfairly restrict the ability of corporations to engage in the political process that also affects them.

Bullock wrote in a brief to be released Monday that the state does not "ban" corporate political speech, rather, it regulates that speech by requiring the formation of political action committees.

The Democrat, who is running for governor, said the upstart political corporations hoping to take advantage of unfettered spending are merely "an anonymous conduit of unaccountable campaign spending."

Montana and the other states are asking the court to either let the Montana Supreme Court decision stand or to hold a full hearing. They argue laws like the one in Montana that bans political spending straight from corporate treasuries are needed to prevent corruption.

The other states, many with their own type of restrictions hanging in the balance, argue local restrictions are far different than the federal ban the court decided unconstitutionally restricted free speech. Further, state elections are at much greater risk than federal elections of being dominated by corporate money, requiring tailored regulation, the states' court filing says.

"The federal law struck down in Citizens United applied only to elections for President and U.S. Congress," New York Attorney General Eric Schneiderman wrote on behalf of the states. "By contrast, Montana's law applies to a wide range of state and local offices, including judgeships and law enforcement positions such as sheriff and county prosecutor."

The joining states, unlike Montana, ask the court to go further and reconsider core findings in Citizens United. They argue, for instance, it was wrong for the court to say unlimited independent expenditures rarely cause corruption or the appearance of corruption.

And other critics of the Citizens United decision who believe the court was wrong to grant corporations constitutional rights, have intervened and asked the court to reverse itself.

"There is a growing bipartisan consensus that Citizens United needs to be overturned, and Montana is leading the way," said Peter Schurman, spokesman for a group called Free Speech For People. "The Supreme Court has an opportunity to revisit Citizens United here. That is important because there is evidence everywhere that unlimited spending in our elections creates both corruption and the appearance for corruption."

On Friday, Montana's case was given a boost when U.S. Sens. John McCain, R-Ariz., and Sheldon Whitehouse, D-R.I., signed on in support. The senators argue evidence following the Citizens United decision, where millions in unregulated money has poured into presidential elections, shows that large independent expenditures can lead to corruption.

The states who filed the brief in support of Montana are New York, Arkansas, California, Connecticut, Delaware, Hawaii, Idaho, Illinois, Iowa, Kentucky, Maryland, Massachusetts, Minnesota, Mississippi, Nevada, New Mexico, North Carolina, Rhode Island, Utah, Vermont, Washington, West Virginia and the District of Columbia.

On May 30th, over 1,000 organizations across the United States will be participating in activities to celebrate the 19th annual Senior Health Fitness Day. ?National Senior Health Fitness Day reminds us of the importance of staying active later in life,? said Linnea Goodrich, president of Firstat Nursing Services in San Diego, CA.

?For the millions of seniors who receive in home care, this is the perfect opportunity to develop healthy exercise habits,? continued Goodrich. From creating a safe environment to teaching seniors how to incorporate exercise into their daily lives, a qualified in home caregiver provides the motivation, reassurance and companionship seniors need to stay excited about improving their health. We have put together a list of three ways an in home caregiver can help keep seniors physically active and feeling great.?

Create a Safe Environment ? For a large majority of seniors, having the motivation to move is not the problem. In fact, most would probably love the idea of getting outside for a little fresh air or stretching and exercising from home. Unfortunately, for many of these folks, without assistance, exercise of any kind is simply too dangerous and not worth the risk. A slip or fall could have devastating results, leaving many seniors with no choice but to refrain from most activities.
