Boston College Hockey: Will BU's Jack Parker Ever Catch Jerry York? #York925

Jerry York is on top of college hockey. Will the head coach of Boston College's arch rival ever catch him?

Boston University hockey coach Jack Parker, who gets his fair share of ribbing around these parts, was gracious in speaking about coach Jerry York following the Terriers December 1 loss to BC. York had tied the all-time wins record with the 5-2 win over the Eagles' arch rivals.

"He deserves all the accolades. It's hard for people to believe this, because he's been around so long and been so successful, and he's won so many games, but I still don't think he gets the credit he deserves.

"He's a very good coach who's run great programs at three different places, and has done an unbelievable job making this program the best it's ever been. This is a place where they've had two other coaches who've won 500 games. It's had a lot of good hockey for a long, long time. And he's the best they've ever had."

York and Parker's careers will forever be tied together. Not just because they coach at opposite ends of the Green Line as part of college hockey's greatest rivalry, but because Parker sits third on the all-time win list with 886. That total is good for second best of all active coaches behind only York.

The question is can Parker ever catch York for take sole possession of the all-time wins record?

It's not going to be easy as York is winning games at an almost absurd clip these days. It took York over five seasons to earn victories 1-100 at Clarkson and over four full seasons at Bowling Green to earn 100 more. The amount of time between York's 825th and 925th victories at Boston College? A little over three full seasons.

Over the last four full seasons from 2008-09 to 2011-12, York has won 27.5 games per season. To put this in perspective, the 19 year coach of the Eagles has accomplished that feat just one other time on the Heights, and five other times while at Bowling Green:

At Bowling Green:

1982-83 to 1985-86: 27.75 wins/season
1983-84 to 1986-87: 29 wins/season
1984-85 to 1987-88: 28 wins/season
1985-86 to 1988-89: 29.25 wins/season
1986-87 to 1989-90: 28.5 wins/season

At Boston College:

1997-98 to 2000-01: 29.25 wins/season

I'm under no delusion that BC will keep winning at its current pace this season, but with the Eagles winning 80 percent of all games, York is on track to eclipse the 30 wins/season four-year average for the first time ever, which is almost unfair.

Packer has eclipsed the 30 wins/season four-year average just once in his career, winning 30.25 games/season over the four years from 1993-94 to 1996-97 which included the 1995 National Championship. In recent years, however, Parker has slowed the pace of victory -- winning just 18, 19 and 23 games in the three seasons after a 35 victory season capped by another title in 2009. Recent four years averages for the Terriers head coach:

2005-06 to 2008-09: 25 wins/season
2006-07 to 2009-10: 23 wins/season
2007-08 to 2010-11: 22.75 wins/season
2008-09 to 2011-12: 23.75 wins/season

York, 39 victories clear of Parker, has been averaging 2-3 more wins a year over a four-year period the last three seasons. Should the two coaches continue winning at roughly the same clip, it would likely take Parker almost two years of coaching after York retires to catch the sport's all-time wins leader.

Given the way York has swung the momentum in the Green Line Rivalry in favor of Boston College in recent years and the way he has restocked future recruiting classes with a near embarrassment of riches, it's hard to see Parker catching York.

    If one allows nature without any inhibitions to take its own course, one transcends biology, body, mind, without any effort and can taste the ultimate bliss which is not dependent on your biology, body or mind. Four of his screenplays, including "Lethal Weapon," were set during that holiday season, and "Iron Man 3" footage shown at Comic Con shows Stark enjoying Run DMC's 1987 single "Christmas in Hollis."

    Stark isn't wearing his armor in the snowy shot because, according to the trailer, it's become non-functional.

    "Iron Man 3" opens May 3, and features Stark battling well-known comic-book villain The Mandarin (Ben Kingsley). Gwyneth Paltrow returns as love interest Pepper Potts and Don Cheadle is back as Stark's best friend Col. James Rhodes, aka War Machine.

    Starbucks to use cups to send "fiscal cliff" message to lawmakers

    (Reuters) - Starbucks Corp will use its ubiquitous coffee cups to tell U.S. lawmakers to come up with a deal to avoid going over the "fiscal cliff" and triggering automatic tax hikes and spending cuts.

    Chief Executive Howard Schultz is urging workers in Starbucks' roughly 120 Washington-area shops to write "come together" on customers' cups on Thursday and Friday, as U.S. President Barack Obama and lawmakers return to work and attempt to revive fiscal cliff negotiations that collapsed before the Christmas holiday.

    Starbucks' cup campaign aims to send a message to sharply divided politicians and serve as a rallying cry for the public in the days leading up to lawmakers' January 1 deadline to deliver a plan to avert harsh across-the-board government spending reductions and tax increases that could send the United States back into recession.

    "We're paying attention, we're greatly disappointed in what's going on and we deserve better," Schultz told Reuters in a telephone interview.

    The CEO said he has joined a growing list of high-powered business leaders, politicians and financial experts in endorsing the Campaign to Fix the Debt, (www.fixthedebt.org) a well-funded nonpartisan group that is leaning on lawmakers to put the United States' financial house in order.

    Starbucks plans to amplify its "come together" message via new and old media, including Twitter and Facebook posts, coverage on AOL's local news websites and advertisements in The Washington Post and The New York Times.

    "If (talks) do not progress, we will make this much bigger," Schultz said of the messaging campaign.

    Schultz is no stranger to using the world's biggest coffee chain as a platform to advocate for more political cooperation in Washington.

    During the debt ceiling debate in August 2011, he made a splash by calling for a boycott of political contributions to U.S. lawmakers until they struck a fair and bipartisan deal on the country's debt, revenue and spending.

    "We are facing such dysfunction, irresponsibility and lack of leadership" less than two years after the debt ceiling crisis, Schultz said.

    Washington narrowly avoided a U.S. government default, but not before down-to-the-wire wrangling prompted the country's first-ever debt rating downgrade.

    "There is something so wrong that we can be here again and not have the ability to put party aside for the betterment of the country," said Schultz. "We have the same language and rhetoric. Unfortunately we aren't learning much."

    Hillary Clinton to return to work next week

    Secretary of State Hillary Rodham Clinton is expected to return to work next week, almost three weeks after being sidelined by a concussion.

    Clinton spokesman Philippe Reines says Clinton continues to recuperate at home and will resume her office schedule next week. He says Clinton had no schedule this week because of a long-planned holiday.

    Aides and doctors say Clinton contracted a stomach virus in early December and became dehydrated, then fainted, fell and hit her head. She was diagnosed with a concussion on Dec. 13 and hasn't been seen in public since.

    Clinton's illness led her to cancel an overseas trip and scheduled testimony before Congress about the attack on the U.S. Consulate in Libya.

    NEW YORK (Reuters) - Apple Inc CEO Tim Cook's 2012 compensation package of $4.17 million is a huge cut on paper for the top executive of the most valuable U.S. corporation, after a 2011 package fattened by more than $376 million in long-term stock awards.

    Cook received the largest single pay package awarded to a company CEO in about a decade when he replaced Apple co-founder Steve Jobs in August last year, shortly before the Silicon Valley legend's death in October 2011.

    The maker of the iPhone and iPad made the 2012 compensation disclosures in a regulatory filing on Thursday. Cook, 52, has been with Apple since 1998.

    Virtually all of Cook's $376 million stock bonus in 2011 was in awards that vest in two chunks - one in 2016 and the other in 2021. This structure was intended to keep Jobs' longtime lieutenant at the helm for many years, as the value of the stock will depend on how well the company is doing in 2016 and 2021.

    Cook, who is credited with masterminding a sprawling but efficient Asian supply chain, has generally received high marks for his first year for shepherding several successful gadget launches, including the iPhone 5.

    But he was forced to make a public apology in September after the company launched a mapping service application riddled with glaring geographical errors. The Maps app fiasco contributed to the departure of fellow Apple veteran and software chief Scott Forstall.

    In addition, some analysts questioned whether Cook, whose only major new product since taking the helm was a smaller version of the iPad that Jobs propelled into the mainstream in 2010, has the vision to produce the next big product category and sustain historically stellar growth for Apple as global mobile competition intensifies.

    "The jury is still out in terms of the job he is doing," said fund manager Tim Ghriskey, whose Solaris Group counts Apple stock as the biggest holding among the approximately $2 billion it manages.

    But he added that the company's long-term prospects look strong, particularly if it rolls out oft-rumored television products in the next few years.

    As of Thursday's close, Apple shares were almost 37 percent higher than when Cook became CEO 16 months ago. However, since a record-high close of $702.10 on September 19, the stock has fallen almost 27 percent.

    Ghriskey said Wall Street remained nervous about the growing popularity of Google Inc's Android phone software, used by global smartphone leader Samsung Electronics Co Ltd, and potential margin pressure from that intensifying competition.

    In terms of base salary, Cook actually received a 50 percent increase to $1.4 million for 2012, and the same 200 percent non-equity bonus other top Apple executives like CFO Peter Oppenheimer earned, Apple said in the Thursday filing ahead of a February 27 shareholders' meeting.

    Cook's 2012 package includes a nonequity bonus of $2.8 million.

    Despite the increase, Apple said Cook's target annual cash compensation is "significantly below the median annual cash compensation level for CEOs at peer companies." It also said that Cook will not receive any stock awards for 2012.

    Cook's latest compensation package also pales in comparison to his package in 2010, when he was chief operating officer. That package was 14 times higher.

    A company spokesman would not comment beyond the filing.

    Jobs famously received $1 a year in salary in the three years before he stepped down, though in 2000 he too received a stock option that analysts say was valued at almost $600 million at the time.

    Looking beyond Apple, Yahoo Inc's CEO, Marissa Mayer, a former Google Inc high-flyer hired this year to try to turn around the struggling Internet icon, won a pay package worth more than $70 million.     Oracle Corp's Larry Ellison, one of the most highly paid U.S. chief executives - and also the world's sixth-richest man, according to Forbes - received total compensation for the year ended May 31, 2012, of $96.2 million - almost all of it in stock options. That compared with $77.6 million in 2011.

    According to a study of the Fortune 500 conducted by Forbes this year, CEOs were paid a base salary of $1.1 million in 2011 on average, with the mean annual bonus at $2.4 million and average total compensation - including stock awards - at around $17 million.

    Apple shares closed up 0.4 percent at $515.06 on the Nasdaq on Thursday.

    Tebow acknowledges that coach Rex Ryan may have misinterpreted the message, and Tebow says he wishes he would have been ?more clear? when meeting with Ryan.

    And that?s where the logic falls apart.? Tebow wouldn?t have had to tell Ryan that Tebow would do whatever the team needed on Friday.? Ryan would have already known it.

    Tebow said he was bothered by the notion that he?s not a good teammate, which was perpetuated by whoever from the Jets organization told multiple reporters that Tebow asked to be left out of the Wildcat package.

    ?You work your whole life to build a reputation,? Tebow said.

    That line, of course, will do nothing to convince those who think that Tebow is concerned more about his image than anything else.? Indeed, it will make the skeptics even more suspicious that there?s a disconnect between Tebow and his ?reputation.?

    For that reason, it would make more sense for Tebow to admit that, yes, he?s human.? And, yes, he sometimes has bad days.? And, yes, he was frustrated last week.? And, yes, he made it known that if he?s not the starter he doesn?t want to be the gimmick, either.

    Saying that would go a much longer way toward helping his ?reputation? than the clumsy manner in which he has handled the current situation.

    Scientists developing quick way to ID people exposed to ionizing radiation

    Dec. 17, 2012 ? There's a reason emergency personnel train for the aftermath of a dirty bomb or an explosion at a nuclear power plant. They'll be faced with a deluge of urgent tasks, such as identifying who's been irradiated, who has an injury-induced infection, and who's suffering from both.

    Unfortunately, there isn't a quick way to screen for people exposed to dangerous levels of radiation. There also isn't a quick way to distinguish between people suffering from radiation exposure versus an infection due to an injury or chemical exposure.

    The most common way to measure exposure is a blood assay that tracks chromosomal changes. Another approach is to watch for the onset of physical symptoms. But these methods can take several days to provide results, which is far too late to identify people who'd benefit from immediate treatment.

    A much faster way could be coming. Research conducted by scientists from the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab) could lead to a blood test that detects if a person has been exposed to radiation, measures their dose, and separates people suffering from inflammation injuries -- all in a matter of hours.

    The scientists identified eight DNA-repair genes in human blood whose expression responses change more than twofold soon after blood is exposed to radiation. They also learned how these genes respond when blood is exposed to inflammation stress, which can occur because of an injury or infection. Inflammation can mimic the effects of radiation and lead to false diagnoses.

    The result is a panel of biochemical markers that can discriminate between blood samples exposed to radiation, inflammation, or both. The scientists believe these markers could be incorporated into a blood test that quickly triages people involved in radiation-related incidents.

    They report their research in a paper recently published online in the journal PLOS ONE.

    "In an emergency involving radiation exposure, it's likely that only a small fraction of all possibly exposed people will be exposed to high doses that require immediate medical attention," says Andy Wyrobek of Berkeley Lab's Life Sciences Division. "The goal is to quickly screen for these people so they can get treatment, and avoid overwhelming medical facilities with the larger number of people exposed to low levels of radiation with no immediate medical needs. Our research could lead to a blood test that enables this."

    Wyrobek conducted the research with fellow Berkeley Lab scientists Helen Budworth and Antoine Snijders, as well as several other scientists from Berkeley Lab and other institutions.

    Because DNA is one of the major targets of radiation, the Berkeley Lab scientists began their research by focusing on 40 genes that regulate the expression of proteins that carry out DNA-repair tasks. They studied these genes in blood samples taken from healthy people before and after exposing the samples to 2 Gray of X-rays per year, which is about the radiation dose received by radiotherapy patients. They found twelve genes that underwent more than a twofold change in response after exposure. From these, they isolated eight genes that had no overlap between unirradiated and irradiated samples.

    The scientists also treated the blood samples with a compound that mimics inflammatory stress. This enabled them to account for gene-expression responses that could be mistaken for signs of radiation exposure, but which are actually caused by injury or infection. In addition, they irradiated a portion of these samples to learn how the genes respond to both inflammation and radiation.

    To validate their findings, the scientists analyzed a separate dataset of blood samples that had also been irradiated. They found a close match between their own data and the independent dataset in how the eight genes respond after radiation exposure.

    They also compared their findings to a large group of bone marrow transplant patients who received total-body radiation. Again, they found a close match between their data and the gene-expression responses of the patients after they received treatment.

    More work is needed, but Wyrobek envisions a blood test using their biochemical markers could be administered via a handheld device similar to what diabetes patients use to check their blood sugar. The test could help emergency personnel quickly identify people exposed to high radiation doses who need immediate care, and people exposed to lower doses who only need long-term monitoring.

    The research was funded largely by the Department of Health and Human Services' Biomedical Advanced Research and Development Authority.

    Worldwide meteor show set to peak

    The annual Geminids meteor shower will reach its peak late on Thursday night and into early Friday morning.

    The meteors will appear to radiate from a point near the star Castor, in the constellation Gemini.

    In the Northern hemisphere, that will be westward and nearly overhead in the early hours of Friday.

    Sky watchers can expect an average of dozens of "shooting stars" per hour, made easier to see by darkness provided by the "new moon" phase.

    The shower comes about each year as the Earth passes through the path of an asteroid called 3200 Phaethon.

    The asteroid leaves behind a trail of rocky debris that the Earth ploughs into each year - debris moving at 35km per second that burns up in the atmosphere in what can be spectacular displays.

    According to the International Meteor Organization, the "radiant" - the apparent point from which the meteors seem to come - will be visible from sunset in high northern latitudes, rising at about midnight local time in the southern hemisphere.

    "For those old enough or tough enough to stay up until two in the morning, then the radiant point [in the Northern hemisphere] is almost overhead so you could basically look anywhere and see them," Robert Massey of the Royal Astronomical Society told BBC News. "Go outside, wrap up well, get yourself into a comfortable chair, relax, and enjoy the view.

    "It could be 30 [meteors] an hour, it could be 100 an hour. But those are only average figures there maybe a period of 10 minutes that you don't see anything but equally there may be a period of 10 minutes when you see 30."

    The Geminids are less well-known relative to other annual meteoric performances such as the Perseids, in part because December weather often threatens a clear view of the show.

    For the UK that may again be case; BBC Weather reports that southern Scotland and the North of England will have clearest conditions into Friday morning but conditions will tend toward cloudy and windy across the UK through the night.

    Kerry, Hagel front-runners to lead State, Defense

    WASHINGTON (AP) ? Massachusetts' Democratic Sen. John Kerry, who unsuccessfully sought the presidency in 2004 and has pined to be America's top diplomat, has vaulted to the head of President Barack Obama's short list of secretary of state candidates.

    That's after U.N. Ambassador Susan Rice suddenly withdrew from consideration Thursday to avoid a contentious confirmation fight with Republicans.

    The exit of Rice, and elevation of Kerry, was coupled with the potential for even bolder second-term changes in Obama's national security team. Chuck Hagel, a former Republican senator from Nebraska, has emerged as the front-runner to serve as defense secretary.

    The possible selection of Kerry and Hagel would put two decorated Vietnam War veterans ? one Navy, the other Army ? at State and the Pentagon.

    Announcements could come as early as next week.

    How to get started with Passbook on your iPhone

    Passbook is a great way to store loyalty cards, flight information, coupons, gift cards, and members cards right on your iPhone. Many participating merchants will even scan your iPhone in order to take payment or redeem points. As long as you've got iOS 6 or higher on your iPhone, you've got Passbook.

    Follow along and we'll get you set up and utilizing Passbook in no time.

    How to add cards and other items to Passbook

    There are many apps in the App Store that already support Passbook. They aren't always loyalty cards or gift cards either. Airlines such as American Airlines and United allow you to store boarding passes in Passbook while Klout allows you to view your score in one place without ever having to open the actual app.

    The process for adding cards may differ from app to app depending on how the developer chose to implement Passbook. For this example, we're going to use Starbucks app.

    1. Launch the Passbook supported app of your choice, in this case, Starbucks.
    2. Somewhere within the app there should be settings for Passbook. In this case, I can tap on the Manage button underneath the myCard tab.
    3. Now tap the Manage button.
    4. Tap on Add Card to Passbook.
    5. The app should show you a preview of your card. In this instance, I tap Add in the top right corner.
    6. That's it, I can open the Passbook app in order to confirm that the card is there and ready for use.

    How to access your items in Passbook

    1. Launch the Passbook app from the Home screen of your iPhone.
    2. Here you will see any card you've added to Passbook. Simply tap on the card you'd like to view or use.
    3. Once you are done using that card you can either tap the Home button to exit out of Passbook, tap it again to return it to your Passbook stack or swipe downwards. Any of these gestures will return you to the main Passbook screen.

    How to refresh items in your Passbook

    Every one in a while apps don't refresh as often as we'd like in Passbook so if you don't think your balance or point value is right, you can manually refresh that card on your own.

    1. Launch the Passbook app from the Home screen of your iPhone.
    2. Tap into the card you'd like to refresh.
    3. Tap the small info button in the bottom right hand corner of the card.
    4. The card will turn over to reveal some information. This may vary from card to card but across all cards you can see the last time it was updated at the very top.
    5. To refresh it manually just pull down and release on the screen in order to update the card yourself.
    6. Tap the Done button in the upper right hand corner to flip the card back over.
    7. The data on your card should now be updated.

    How to delete items and cards from Passbook

    Things that expire such as coupons are probably something you'll want to delete on a regular basis so they don't clutter up your Passbook app. It's very simple to delete a card from inside Passbook itself.

    1. Launch the Passbook app from the Home screen of your iPhone.
    2. Tap into the card you'd like to delete from the main screen.
    3. Tap the small info button in the bottom right hand corner of the card.
    4. Tap on the trash icon in the upper right hand corner.
    5. Confirm that you want to delete the card by tapping on Delete.
    6. Passbook will now run the card through a virtual shredder and delete it from Passbook.

    (AP) ? The acquittal of 13 people accused in the disappearance of a young woman who was allegedly kidnapped and forced into prostitution for "VIP clients" spread shock and outrage across Argentina on Wednesday, prompting street protests and calls by political leaders to impeach the three judges who delivered the verdict.

    Many called the ruling a setback for Argentina's efforts to combat sex trafficking, which began largely as a result of Susana Trimarco's one-woman, decade-long quest to find her missing daughter, Maria de los Angeles "Marita" Veron. Her attorneys said she would pursue appeals.

    Trimarco's search exposed an underworld of organized crime figures who operate brothels with protection from authorities across Argentina.

    Security Minister Nilda Garre called the verdict "a tremendous slap in the face for the prospect of justice."

    "It's not only a reversal for this particular case of the kidnapping and disappearance of Marita Veron, that made society feel deeply the drama of this kind of 21st century slavery, covered up for decades by the customs of a network of machista culture," she said.

    It also "renders invisible the suffering of the victims of human-trafficking networks and sexual exploitation, who gave such courageous testimony during the trial, and consecrates judicial impunity for these crimes," Garre said.

    Other officials also rallied around Veron's mother, denouncing the verdicts and praising government efforts to save women from prostitution.

    "Today, more than ever, we stand united with Susana and her family in their quest to find Marita and we honor the courageous work she has done to defend the victims and the survivors of human trafficking in Argentina and all over the world," U.S. Embassy spokeswoman Ana Duque-Higgins said.

    President Cristina Fernandez personally called Trimarco to express her surprise and outrage.

    "I thought I would find her destroyed, but I found her more together than ever, more committed to keep fighting," Fernandez said. "I told her, 'Susana you can always count on me,' and she told me 'President, don't worry, I'm going to keep fighting."

    Fernandez also said that while she can't prove it, she's sure that judicial corruption influenced the verdicts, showing the need to reform how judges are picked and allowed to remain in their jobs. Political rivals have called this campaign an attack on judicial independence.

    Trimarco's lawyers said the verdict shows that impunity still reigns, and they said they would pursue appeals.

    "The reality is that the police are not investigating Marita's disappearance. It's Susana Trimarco who is investigating and it's been this way from the beginning," attorney Carlos Garmendia told The Associated Press.

    "The Marita case is emblematic. As a result, much was learned about trafficking networks, how they move (people), how they operate," he said.

    When Veron disappeared a decade ago, sexual exploitation and human trafficking got much less attention around the world, let alone in northwestern Argentina, where she was allegedly kept as a sex slave by an organized crime ring with close ties to authorities in the provinces of Tucuman and La Rioja.

    Much of the case was built years later, as Trimarco's efforts produced witnesses who said they suffered alongside Veron in the brothels. One said she saw Veron being beaten; another said she saw her being held captive to provide sex to VIP clients.

    Andrea D., one of these women, testified that she had seen Veron with her hair dyed blonde wearing blue-tinted contacts at a brothel in La Rioja. She said she had been kidnapped at gunpoint and forced into prostitution by the same organized crime ring, and testified that some of the accused said Marita had been sold off to brothels in Spain.

    Defense lawyers dismissed the women's testimony as the lies of unreliable witnesses, and the lack of any physical evidence linking the defendants to Veron proved decisive, the judges said in a brief explanation from the bench. A fuller written justification for their verdicts is expected to be made public in several weeks.

    "It's obvious that this process made mistakes," Garmendia acknowledged. "Above all, this ruling is a message that the trafficking business will continue as usual."

    Simultaneous demonstrations were held in Buenos Aires on Wednesday night to protest the verdicts.

    One led by governing party politicians outside the main federal justice building was peaceful. Another, involving hooded youths outside the Tucuman provincial government's tourism promotion office, quickly got out of hand with protesters smashing windows, throwing rocks and setting fire to two garbage bins they tried to push inside the building.

    Reinforcements arrived and riot police pushed back the protesters, regaining control of the situation.

    Trimarco called on her supporters to keep the peace, even as she expressed her anger at a news conference Wednesday, accusing the judges of taking bribes.

    The lead trial judge, Alberto Piedrabuena, didn't respond to the bribery allegations, but he countered in a local radio interview that the evidence failed to resolve reasonable doubts or overcome the principle of being innocent until proven guilty.

    Prostitution remains legal in Argentina, but managing brothels and trafficking in people have been federal crimes since 2008, under a law Congress passed after lobbying by Trimarco.

    Garre credited her ministry's enforcement of this law with saving 938 people last year from trafficking ? 215 people from the sex trade and 723 from other workplace exploitation. She said more than 800 have been rescued so far this year.

    Hundreds of women also have been saved by a foundation Trimarco created in her daughter's name in 2008 with seed money from the U.S. State Department's "Women of Courage" award. The foundation also provides legal help, but its lawyers have found that proving sex slavery is difficult without full support from the same police who often get paid to protect prostitution rings.

    To date, the foundation has helped 20 former sex-trafficking victims bring cases against their captors, but they have yet to win a single case. Of these, 12 resulted in federal charges, but a handful were bounced back to even more uncertain justice in provincial courts around Argentina.

    "They don't investigate. There's a lack of commitment and capability," said Agustin Araoz Teran, one of the foundation's lawyers, who called the Tuesday night's verdicts "an act of cowardice."

    Teran joined Trimarco's movement after his father, a juvenile court judge in Tucuman, was shot to death in his home in 2004 after investigating local police officers who were allegedly freeing juvenile delinquents so that they could peddle drugs on their (the police's) behalf.

    US hesitant in condemning North Korean launch

    WASHINGTON (AP) ? The Obama administration is drawing no "red line" for North Korea after a successful long-range rocket test, tempering the public condemnation to avoid raising tensions or possibly rewarding the reclusive communist nation with too much time in the global spotlight.

    The U.S. has told the world that it won't tolerate Iran's acquisition of nuclear weapons or Syria's use of chemical stockpiles on rebels. North Korea, in some ways, is a trickier case.

    The U.S. wants to forcefully condemn what it believes is a "highly provocative act," and that was the first public reaction from the White House late Tuesday. But it also is mindful of the turmoil on the Korean peninsula and treading carefully, offering no threat of military action or unspecified "consequences" associated with other hot spots.

    Just two years ago, the North allegedly torpedoed a South Korean warship and shelled a South Korean island. Some 50 South Koreans died in the attacks that brought the peninsula to the brink of war.

    North Korea already has the deterrent of a nuclear weapons arsenal. The U.S. is bound to protect next-door South Korea from any attack, but has no desire now for a military conflict.

    Raising the rhetoric can even serve as a reward for seeking attention to a government that starves its own citizens while seeking to leverage any military advance it makes into much-needed aid.

    "No doubt Pyongyang is pleased. It again has unsettled its leading adversaries. And it is in the news around the world," said Doug Bandow, senior fellow at the Cato Institute. "The allies should have responded with a collective yawn. After all, the plan is nothing new. The DPRK has been testing rockets and missiles for years."

    The United States remains technically at war with the notoriously unpredictable North Koreans, whose opaque leadership has confounded successive American administrations. With no peace agreement, only the 1953 armistice ending the Korean War keeps the U.S. and the North from hostilities. Some 28,500 U.S. troops remain in South Korea to deter potential aggression.

    Wednesday's surprising, successful launch raises the stakes, taking North Korea one step closer to being capable of lobbing nuclear bombs over the Pacific. As the North refines its technology, its next step may be conducting another nuclear test, experts warn.

    The three-stage rocket is similar in design to a model capable of carrying a nuclear-tipped warhead as far as California.

    Despite its technological advances and military bluster, it's doubtful that the North intends to strike first against the U.S.

    North Korea has spent decades threatening but avoiding a direct confrontation with the tens of thousands of American forces in South Korea and Japan. The government has remained firmly in power despite a drought-plagued agricultural sector that leaves many North Koreans in search of food and a crumbling economy that affords few any chance of social betterment.

    "It is regrettable that the leadership in Pyongyang chose to take this course in flagrant violation of its international obligations," White House press secretary Jay Carney told reporters. He said the U.S. would try to further isolate North Korea in response.

    State Department spokeswoman Victoria Nuland called the launch "highly provocative and a threat to regional security." It will only further impoverish North Koreans, she said.

    Neither Carney nor Nuland elaborated on possible consequences. The White House's initial statement referred only to potential action at the U.N. Security Council, which condemned North Korea on Wednesday and said it would urgently consider "an appropriate response." The threat of sanctions is unclear; China, North Korea's benefactor, holds veto power.

    Analysts were mixed on whether a tougher reaction was appropriate.

    "There has been an unspoken tendency in the United States to discount these tests as yet another foolish attempt by the technologically backward and bizarre country," said Victor Cha, a Korea expert at Georgetown University and former White House policy director for Asia. "This is no longer acceptable. The apparent success of this test makes North Korea one of the only nonallied countries outside of China and the Soviet Union to develop long-range missile technology that could potentially reach the United States."

    The administration's restrained response contrasts with the warnings of military action against Iran and Syria for actions far less imminently threatening to the United States, but directly threatening Israel, an important ally.

    Obama has said he won't allow Iran to acquire nuclear weapons and insists that he won't get involved in a policy of containment similar to the one the U.S. is stuck with in North Korea. He promises that he isn't bluffing.

    The U.S. and Israel have held talks over what benchmarks in uranium enrichment and weapons work the Iranians would have to reach for possible military action to be triggered.

    What's clear from his words is that Obama wouldn't wait for Iran to have a bomb, meaning the threshold for a U.S. attack against Tehran is far lower than against North Korea, which tested its first nuclear weapon more than six years ago.

    As for Syria, the president has issued a "red line" to President Bashar Assad's government concerning chemical weapons that have never been used and are accompanied by no weapon capable of delivering them anywhere near the United States.

    U.S. officials fear the increasingly desperate Assad could deploy the weapons in a bid to win a civil war that has left more than 40,000 people dead since March 2011. Or, he could transfer some weapons to anti-U.S. and anti-Israeli militant groups such as Hezbollah.

    Judged on capacity and not intent, either of those scenarios would pale in comparison to the North being able to fire a nuclear warhead at the continental United States. But with U.S. officials convinced that Assad's exit may be nearing, the sterner American cautions in Syria may be less likely to be tested. If they are, the United States wouldn't have to worry about nuclear weapons as a counter-threat.
