Students set new human-powered helicopter flight record

A team of University of Maryland engineering students built a human-powered helicopter that flew for 50 seconds, getting close to the 60 seconds required to win the $250,000 Igor Sikorsky Prize.

Gamera II is the second human powered helicopter from the University of Maryland's Alfred Gessow Rotorcraft Center. Video evidence suggests the helicopter, piloted by Kyle Gluesenkamp, flew for 50 seconds!

A team of engineering students from the University of Maryland broke a new flight record in a human-powered aircraft. Pilot Kyle Gluesenkamp lifted his gymnasium-sized helicopter, Gamera II, about a foot off the ground for 50 seconds. Their record is still unofficial until the National Aeronautic Association rules on it.?

For a helicopter to be considered "human powered," it must be powered only by direct human energy (no batteries or giant rubber bands allowed). Wired's Rhett Allain calculates that it took the furiously pedaling?Gluesenkamp?about 1,000 watts of power to get Gamera II off the ground. By comparison, elite cyclists can briefly generate up to 2,000 watts of power. ?

The?Gamera II team discovered that adding hand cranks increased the power output up to 20 percent.

Gamera II?is a student design challenge inspired by the American Helicopter Society Sikorsky Prize. Created in 1980 in memory of the helicopter pioneer Igor Sikorsky, the $250,000 prize requires a craft to attain a height of three meters during a 60-second flight while remaining in a 10 meter square. The prize has not yet been won.

The current official world record is held by a craft named Yuri I, which in 1994 achieved an altitude of about eight inches for just under 20 seconds. Yuri means ?lilly,' in Japanese, and the craft was named for its flowery shape.

The first human-powered helicopter to lift off the ground was built in 1989 and christened the?Da Vinci III, after the?Renaissance?polymath who first conceived of such a craft.?

Gluesenkamp is a Ph.D. candidate at the University of Maryland's?Clark School's mechanical engineering department. The other pilots are Colin Gore, Ph.D. candidate in the Clark School's materials science and engineering department, and Denis Bodewits, assistant research scientist in the University of Maryland Department of Astronomy.

Barclays to pay $400M-plus to settle LIBOR charges

NEW YORK (AP) -- Barclays PLC and its subsidiaries have agreed to pay more than $400 million to settle charges that it attempted to manipulate and made false reports related to setting key global interest rates.

The rates affect the costs of hundreds of trillions of dollars in loans and investments such as bonds, auto loans and derivatives.

The U.S. Commodity Futures Trading Commission said Wednesday that the incidents occurred between 2005 and 2009 and sometimes took place daily.

The CFTC said Barclays senior management and multiple traders were involved in the matter and that they also coordinated with traders at other banks to make false submissions.

"Banks must not attempt to influence LIBOR or other indices based upon concerns about their reputation or the profitability of their trading positions," CFTC Chairman Gary Gensler said in a statement.

The data was used in determining the London interbank offered rate ? known as LIBOR? and Euribor rates, which influence many other interest rates.

The LIBOR is an average rate set by banks each morning that measures how much they're going to charge each other for loans.

Barclays' settlement with the CFTC includes a $200 million civil penalty. Britain's Financial Services authority levied a fine of 59.5 million pounds ($92.7 million), the biggest fine ever imposed by the British regulator. Barclays also agreed to pay $160 million as part of an agreement with the fraud section of the Justice Department's criminal unit on a related matter.

Barclays President Bob Diamond also announced he and three senior bank executives were waiving any bonus for the year as a result of the case.

The other executives include Group Finance Director Chris Lucas, Chief Operating Officer Jerry del Missier and Chief Executive of Corporate and Investment Banking Rich Ricci.

In the simultaneously inspiring and harrowing documentary "The Island President," Mohamed Nasheed was elected to the presidency of the Maldives, a 2000 island archipelago nation in the Indian Ocean, bringing an end to a thirty-year repressive dictatorship in 2008. But a new struggle presents itself in global warming. Currently, the effects there can be seen in erosion and the groundwater. All of which could lead to a unique culture and nation being literally wiped from the map, and its country's population turned into 'environmental refugees.' So, instead of spending valuable resources on health care and education, he has to go with sea walls and other protective measures. So, through this example, we get a disturbing look at what all of our futures may be like if we do not change our ways very soon.(With the use of some great shots, the Maldvies do seem like something out of speculative fiction.) If our behavior affects all others across the globe, then why can't the butterfly flap its wings in the opposite direction, which is where Nasheed comes in, not only in speaking across the world(I'm not recommending invoking World War II usually in speehces, but if you have to, mention Czechoslovakia), but also in proposing to make his country entirely carbon neutral in 10 years by relying on renewable energy sources like solar and wind, making the Maldives an example for the rest of the world. This is harder than it sounds with the economic interests of countries like China and India making things especially difficult with a memorable climax at the climate conference at Copenhagen in 2009. But sadly, Nasheed did not have that much time as he was ousted in a threatened coup in February of this year.

California foreclosure prevention bill is likely to advance

SACRAMENTO ? After six months of wrangling, California lawmakers put the finishing touches on what they hope will be compromise foreclosure-prevention legislation.

The measure is part of a larger Homeowner Bill of Rights package of bills sponsored by state Atty. Gen. Kamala D. Harris aimed at helping borrowers who are behind on mortgage payments avoid foreclosures. A draft of the bill was made public late Friday.

The bill would lock into California law many of the terms of a national foreclosure lawsuit settlement with five big banks.

California has been hit hard by a wave of foreclosures that started in the recession of 2007-09. Last year, 38 of the nation's 100 most foreclosure-prone ZIP Codes were in the state.

"The California Homeowner Bill of Rights will help ensure that struggling California borrowers with the means and desire to stay in their homes will have real access to a process that will allow them to do so," Harris said in a statement.

A two-house legislative conference committee is expected to approve the bill, SB 900, next week and send the package to the floors of both the state Assembly and Senate for final debates and votes.

Passage by the conference committee, which has four majority Democratic and two Republican members, is considered assured now that a key, business-friendly Democrat, Sen. Ron Calderon of Montebello, has signaled his support.

"I followed two key principles throughout the development of the conference committee report: fair treatment of borrowers and the need to keep California's economic recovery on track," Calderon said. "Losing a home to foreclosure is a heartbreak that should be avoided whenever and wherever possible. Californians can rest assured that the conference committee report tackles the most egregious behavior displayed throughout the foreclosure crisis."

The bill contains a number of provisions that have rankled bankers, mortgage servicers and their allies in the real estate industry.

One such provision would require mortgage loan servicers to give their borrowers a single point of contact instead of bouncing them around from office to office.

A second would limit banks' ability to begin a foreclosure process if the borrowers have filed documents requesting a loan modification that would lower their monthly payments.

A third would give homeowners the ability to sue servicers, under certain restrictions, alleging that they were wrongly foreclosed upon.

"I think this is a product that represents a lot of significant compromises but, at the end of the day, is a step forward," said Paul Leonard, director of the Center for Responsible Lending in Oakland.

Mortgage bankers declined to comment on the substance of the bill, saying they had not fully reviewed the 23-page document.

However, Dustin Hobbs, a spokesman for the California Mortgage Bankers Assn., said his group's members were disappointed that the Democrat-dominated committee is "rushing" to a vote, "giving interested parties and the public virtually no time to digest the information and provide substantial feedback."

90 people still missing after boat carrying 200 capsizes off Indonesia on its way to Australia

CANBERRA, Australia - Ships and aircraft were searching Friday for scores of men missing after a steel-hull fishing boat carrying about 200 suspected asylum seekers bound for Australia capsized in heavy seas south of Indonesia.

Four Indonesian and Australian warships, four merchant ships and five Australian government aircraft had joined the search in 2-meter (7-foot) swells, Australian Maritime Safety Authority spokeswoman Jo Meehan said. Around 90 people, all male, were missing since Thursday's accident.

An Australian navy patrol boat and three cargo ships had rescued 110 survivors ? including a 13-year-old boy ? by late Thursday and delivered them to the Australian territory of Christmas Island 200 kilometres (120 miles) to the south early Friday, Meehan said. Three bodies also were recovered.

"The vast majority of the survivors are healthy and won't need medical attention," Meehan said. It wasn't clear where the passengers were from, but most asylum seekers trying to reach Australia are fleeing violence and poverty in nations such as Afghanistan, Iraq, Iran or Sri Lanka.

Home Affairs Minister Jason Clare said while seas were rough, people could have survived if they had life jackets or were clinging to debris as most survivors had done.

"There is the prospect that there are people out there still alive," he told reporters.

He said about 40 survivors had been found clinging to the upturned hull on Thursday afternoon, while others were discovered clinging to debris up to 6 kilometres (4 miles) from the scene.

Clare said the boat had initially called Australian rescue authorities late Tuesday to report being "in distress," but gave no location. The crew called back early Wednesday and reported the boat's position 70 kilometres (44 miles) south of the main Indonesian island of Java. Australian authorities advised the crew to return to Indonesia and reported their situation to their Indonesian counterparts, who had rescue responsibility for the area, he said.

An Australian surveillance plane crew spotted the boat on Wednesday afternoon continuing south toward Christmas Island and showing "no visual signs of distress," Clare said.

"Nevertheless, at Christmas Island Border Protection Command began to preposition vessels to respond if an urgent request for assistance was requested," Clare said.

A surveillance plane crew found the boat capsized on Thursday afternoon halfway between Christmas Island and Java, still within Indonesia's zone of search and rescue responsibility.

He said the boat had made several calls Thursday morning that "raised concerns about the safety of the vessel," but he did not have details of those calls.

Speaking of Australian rescue authorities' response, Clare said that "it looks like they took proactive steps."

"All of the advice I have is that the work between Australian agencies and Indonesian agencies was very good," he added.

Christmas Island, in the Indian Ocean, is closer to Indonesia than to the Australian mainland. It is a popular target for a growing number of asylum seekers who attempt to reach Australia on overcrowded fishing boats from Indonesia ? sometimes with deadly consequences.

Western Australian police were being sent to Christmas Island to attempt to identify bodies.

Gagah Prakoso, a spokesman for Indonesia's Search and Rescue Agency, said the capsized boat was reportedly carrying 206 people.

Australian Prime Minister Julia Gillard, who is seeking ways to stem the flow of asylum seekers to Australia, discussed the apparent tragedy with Indonesian President Susilo Bambang Yudhoyono in Brazil, where they are both attending a U.N. environment summit.

"At this stage, details are sketchy but what is apparent is there has been a large loss of life at sea," she said. "This is a very distressing and tragic incident."

In December 2010, an estimated 48 people died when an asylum seeker boat broke up against Christmas Island's rocky coast.

Last December, about 200 asylum seekers were feared drowned after their overcrowded ship sank off Indonesia's main island of Java.

NC budget deal receives final legislative OK

RALEIGH, N.C. (AP) ? The North Carolina Legislature on Thursday approved the final Republican-penned state government budget for next year, a plan that doesn't raise taxes but fails to trim public school cuts to the level sought by Gov. Beverly Perdue and fellow Democrats.

After separate debates, the House and Senate voted for the $20.2 billion spending plan, which adjusts the second year of the two-year budget approved in 2011. Perdue will now have 10 days to decide whether to veto the bill, sign it or let it become law without her signature. She vetoed a two-year budget last year, but the veto was overridden.

Thursday's votes ? 71-45 in the House and 30-15 in the Senate for the final plan ? would exceed the three-fifths majorities required in each chamber to overcome her veto. Several lawmakers didn't vote or were absent. Additional override votes would be required.

Perdue said Thursday evening in a statement that while she'll continue to review the proposal, the approved budget "does not go far enough in restoring funding for public schools in North Carolina." She added: "It is my sincere hope that the General Assembly will find a way to do better in the days ahead."

Perdue's leverage could be weakened this year because there's a budget already in place and GOP legislators have suggested they could go home for the year early next month without the adjustment in place.

The plan was developed from competing House and Senate plans after less than a week of formal negotiations. They noted the bill provides the first pay raise for public school teachers and state employees since 2008 and calculate there's $251 million more money to K-12 compared to what the two-year budget had allowed.

"We answered the governor's call to invest in education and other priorities, and we look forward to her signing this budget," said Senate leader Phil Berger, R-Rockingham, said.

But Democrats balked at the $251 million figure, pointing out the amount incorporates the teacher pay raise. And the $503 million that school systems were expected to return to the state next school year was reduced by $143 million. The House spending plan had cut the $503 million by more than $330 million.

When the loss of $259 million in federal money used to hire 5,400 local school personnel is taken into account, the 115 districts combined would have $189 million less to work with next year, according to data provided by the General Assembly's nonpartisan fiscal staff. Democrats said the decline is the equivalent of 3,400 education positions.

Other cuts within the University of North Carolina and community college systems that began last year weren't restored, and neither were 20 percent reductions to Smart Start and North Carolina Pre-Kindergarten early childhood initiatives, said Sen. Josh Stein, D-Wake.

"We are turning our backs on our commitment to the young children," Stein said in the debate.

Republicans countered that Perdue and Democrats would have raised the sales taxes for the coming year to make up for cuts ? the last thing families need as the economy continues to sputter.

They said most of the required school district reductions were approved during Democratic rule in the Legislature before 2011 and that job losses never met the Democrats' dire predictions of 10,000 or 15,000 this past year.

"If you don't like this budget, what's your answer?" asked Rep. Bryan Holloway, R-Stokes. "More tax increases?"

The bill also sets aside $27 million mostly for literacy efforts in early grades and tries to control Medicaid spending problems that vex legislators annually in part by setting aside $100 million in reserves for potential cost overruns.

"Budgeting conservatively is the right approach," said Rep. Nelson Dollar, R-Wake, co-chairman of the House Appropriations Committee.

The budget provides 1.2 percent pay increases to state-paid public school personnel and state employees. Universities and community colleges can offer differing pay based on performance or bonuses.

The budget bill spends $727 million less than what Perdue offered in her budget proposal last month. She included a three-quarter cent increase in the sales tax, which her office said would have generated $760 million in the coming year.

Five Democrats joined 66 Republicans in voting for the plan. One of the five, Rep. Marian McLawhorn, D-Pitt, hadn't voted last month for the House budget. She said she changed her mind because public employees in her region have been lobbying for a raise. The Senate budget vote was on party lines.

The House and Senate versions of the budget provided several hundred thousand dollars to tap into more than $4 million federal matching funds to maintain voting machines and early voting sites and train poll workers. The money was absent, however, in the final budget.

Heyward hits 2 HRs as Braves outslug Yankees

NEW YORK (AP) - Jason Heyward and the Atlanta Braves never intended to challenge the powerful New York Yankees to a game of home run derby in the Bronx. Still, they came out ahead.

Heyward hit two of a record nine homers at the new Yankee Stadium and the Braves outslugged the Yankees for a 10-5 victory in the sweltering heat Wednesday.

"We survived," Braves manager Fredi Gonzalez said.

Freddie Freeman, Martin Prado, Heyward and David Ross all connected off Phil Hughes (7-6) to build a 6-1 lead on a sticky, 94-degree afternoon. Michael Bourn stole what might've been another home run from Jayson Nix after missing an earlier opportunity for a try at a leaping grab.

Alex Rodriguez hit his 640th career homer, and Robinson Cano, Derek Jeter and Eric Chavez all hit long balls against Tommy Hanson (8-4).

"It's just that kind of ballpark," Heyward said, "but at the same time we got two teams that are capable of hitting some home runs."

The Yankees, who have a major league-leading 105 homers, managed just four other hits in their second straight loss after a 10-game winning streak. They pulled to 6-5 on Curtis Granderson's RBI single in the seventh but Rodriguez ended the inning with a double-play grounder.

"It's been up and down, like a lot of our other hitters," manager Joe Girardi said of Rodriguez's season.

In the eighth, Freeman hit an RBI single and Heyward a two-run shot off Boone Logan to help Atlanta pull away for its third win in 10 games and second straight against New York. The Yankees swept the Braves in Atlanta last week.

Heyward had the go-ahead hit Tuesday night and added a triple.

"We're really, really good when Jason's swinging the bat well."

Even though he didn't start in a day game after playing Tuesday night, Chipper Jones still was a factor early. In the final year of a Hall of Fame-worthy career, Jones was honored before his last regular-season game against the Yankees. On behalf of the Yankees, Jeter and former Braves teammate Andruw Jones gave Chipper third base from Tuesday's game. In 19 years with Atlanta, Chipper Jones faced the Yankees in two World Series.

With the sun beating down on the crowd of 45,094, the public address announcer urged fans visit the cooling stations set up in the concourses.

Girardi emphasized how important it was to be aggressive early on a day that felt as if it were over 100 degrees with the oppressive humidity. The Braves were.

Bourn singled leading off and, with two outs, stole second without a throw. He scored on Dan Uggla's single to left. Freeman wasted no time, connecting on the first pitch he saw for a two-run drive into the New York bullpen in right-center to make it 3-0.

Jeter got one back with his fourth leadoff homer of the season, hitting Hanson's first pitch into the stands in right-center.

"When Jeter caught that one in the first, I was like `here we go,"' Ross said.

Hanson only gave up one hit after Jeter's homer until Chavez led off the fifth with a drive to straightaway center field. Bourn watched the homer clear the fence and land in the netting over Monument Park then jumped and smacked his hand to glove.

Bourn made the play he wanted after a walk to Russell Martin, ranging far to his right to snare Nix's fly above the wall to protect a 6-2 lead.

Heyward stood at the fence in right field and watched Rodriguez's high fly leading off the sixth carry into the stands. The RBI was A-Rod's 1,925th, breaking a tie with Jimmie Foxx for sole possession of sixth on the career list.

Cano followed with a smash deep into the stands in right-center to end Hanson's day for the Yankees' third back-to-back homers of the season - one was three in a row.

Hanson matched a career high with the four homers allowed. He came in 6-0 with a 1.22 ERA against AL East teams, but gave up four runs in five-plus innings this time.

All season Hughes has been hurt by the homer, giving up at least one in each of his first 12 starts before keeping the ball in the park in his previous outing. The career-most four allowed Wednesday boosted his total to a majors-leading 19 this year.

"He just didn't have great location today," Girardi said.

What is executive privilege?

WASHINGTON (AP) ? Presidents dating back to George Washington have claimed a murky power to keep the inner workings of their administrations secret from Congress.

That authority ? known as executive privilege ? isn't in the Constitution. It hasn't been clearly defined by the courts. Yet invoking it has proven effective for presidents determined to keep witnesses or documents away from congressional investigators.

President Barack Obama is the latest to assert the privilege: He refused Wednesday to turn over some Justice Department documents about a botched anti-smuggling operation that allowed hundreds of guns sold in Arizona to end up in Mexico. Because of the standoff, the House Government Oversight and Reform Committee then voted to hold Attorney General Eric Holder in contempt of Congress. The committee's recommendation next would go to the full House for a vote.

A look, in question and answer form, at executive privilege and the fuzzy state of the law regarding showdowns between Congress and a president:

Q: How can a president shrug off a subpoena from a congressional committee?

A: Presidents say they should be free to engage in private decision-making with their advisers without fearing how their words or internal memos might look to Congress or the public. Several presidents have argued that this authority also extends to the work of high-level agency officials, even if they weren't communicating with the president or White House about such work.

Q: Where does the idea of executive privilege come from?

A: It's a principle based on the constitutionally mandated separation of powers ? the idea that the executive branch, Congress and the courts operate independently of each other.

The concept of executive privilege dates at least to 1792, when Congress was probing a disastrous battle against American Indians that cost the lives of hundreds of U.S. soldiers. President George Washington and his Cabinet decided the president had the right to refuse to turn over some documents if disclosing them would harm the public. In the end, Washington gave lawmakers what they sought. But the idea of executive privilege took root.

Q: Didn't the Supreme Court settle the issue when it ordered President Richard Nixon to hand over the Watergate tapes recorded in the White House?

A: Not really. The court ordered Nixon to surrender the tapes in that case ? a criminal investigation. But the justices also found a constitutional basis for claims of executive privilege, leaving the door open for presidents to cite it in future clashes with Congress.

Q: Do presidents claim executive privilege often?

A: Most reach for it sparingly. Wednesday was Obama's first time in his 3-1/2 years in office. His predecessor, George W. Bush, cited it six times in eight years. Bush's father invoked it only once in his single term.

The administration of President Bill Clinton, who faced investigation of his Whitewater land deals and then a sex-and-lies scandal, asserted executive privilege 14 times. Some of those claims were kept quiet and quickly dropped, however.

Q: What comes next for Obama?

A: Probably more negotiation. In the past, presidents and lawmakers have been loath to let an executive privilege fight escalate into a court battle.

Q: Why not go to court to settle questions about executive privilege once and for all?

A: There's too much risk. Presidents worry that if they lose, courts will take away a valuable tool and weaken the power of the office. If the lawmakers lose, they could permanently weaken Congress' subpoena power when it investigates executive branch blunders.

Q: What if the White House and Congress can't reach a compromise?

A: The next step is a contempt of Congress vote in the full Republican-controlled House. Full House approval would send the case to the local U.S. attorney for enforcement. Who is that U.S. attorney's boss? Holder and, ultimately, Obama, who appointed him.

That's why the Justice Department traditionally declines to pursue such criminal contempt of Congress cases.

Q: Is there something else Congress could do?

A: If, as history suggests, the Justice Department won't prosecute a criminal case against Holder, the House could hire its own lawyer and file a civil lawsuit in federal court in hopes of winning an order for Holder to turn over the documents. But in addition to the risk of losing, a court fight certainly would be long and drawn out, making that an unappealing option.

The Democratic-controlled House filed suit in 2008 seeking to compel testimony from a former White House counsel to George W. Bush. (AP) ? Hearing his 5-year-old daughter crying from behind a barn, a father ran and discovered the unthinkable: A man molesting her. The father pulled the man off his daughter, authorities say, and started pummeling him to death with his fists.

With his daughter finally safe, the father frantically called 911, begging a dispatcher to find his rural ranch and send an ambulance.

"Come on! This guy is going to die on me!" the man is heard screaming on the 911 call. "I don't know what to do!"

A recording of the tape was played during a news conference Tuesday where the Lavaca County district attorney and sheriff announced that the father would not face charges.

In declining to indict the 23-year-old father in the June 9 killing of Jesus Mora Flores, a Lavaca County grand jury reached the same conclusion as investigators and many of the father's neighbors: He was authorized to use deadly force to protect his daughter.

"It's sad a man had to die," said Michael James Veit, 48, who lives across the street from where the attack happened in this small community run on ranching and the Shiner beer brewery. "But I think anybody would have done that."

The family ranch is so remote that on the 911 tape, the father is heard profanely screaming at a dispatcher who couldn't locate the property. At one point, he tells the dispatcher he's going to put the man in his truck and drive him to a hospital.

"He's going to die!" the father screams, swearing at the dispatcher. "He's going to f------ die!"

The tense, nearly five-minute call begins with the father saying he "beat up" a man found raping his daughter. The father grows increasingly frazzled, shouting into the phone so loudly at times that the call often becomes inaudible.

The Associated Press is not identifying the father in order to protect the daughter's identity. The AP generally does not identify victims of sexual assault.

"He's a peaceable soul," V'Anne Huser, the father's attorney, told reporters at the Lavaca County Courthouse. "He had no intention to kill anybody that day."

The attack happened on the family's ranch off a quiet, two-lane county road between the farming towns of Shiner and Yoakum. A statement released by the district attorney said a witness who saw Flores "forcibly carrying" the girl into a secluded area scrambled to find the father. Running toward his daughter's screams, the father pulled Flores off his child and "inflicted several blows to the man's head and neck area," investigators said.

Emergency crews responding to the father's 911 call found Flores' pants and underwear pulled down on his lifeless body. The girl was examined at a hospital, and Lavaca County District Attorney Heather McMinn said forensic evidence and witness accounts corroborated the father's story that his daughter was being sexually molested.

The father was never arrested, but the killing was investigated as a homicide.

Philip Hilder, a Houston criminal defense attorney and former federal prosecutor, said he would have been surprised if the grand jury had decided to indict the father. Hilder said Texas law provides several justifications for the use of deadly force, including if someone commits a sexual assault.

"The grand jury was not about to indict this father for protecting his daughter," he said.

Authorities said the family had hired Flores before to help with horses on the ranch. He was not born in the U.S. but was here legally with a green card. Attempts to locate Flores' relatives through public records were unsuccessful.

On Tuesday, a new "No Trespassing" sign was freshly tacked onto a gate barring entrance down a gravelly, shrub-canopied path leading to the barn and chicken coop on the ranch, which belonged to the father's dad.

At the father's house, the front yard could pass for a children's playground: blue pinwheels sunk into patchy grass, an above-ground swimming pool, a swing set, a trampoline and a couple of ropes dangling from a tree for swinging. A partial privacy fence is painted powder blue.

No one answered at the father's home. A few miles away, at a home listed as belonging to the father's sister, a woman shouted through the front door that the family had nothing to say. Huser, the father's attorney, told reporters that neither the father nor anyone else in the family would ever give interviews and asked that they be left alone.

Veit, who lives across the street from the ranch, described the father as easygoing and polite ? down to always first asking permission to search Veit's property for animals that had wandered off the ranch, even though the families have long known each other.

Veit's son was a classmate of the father's at Shiner High School in a graduating class of about two dozen. Veit, 48, said the young father was never known to be in trouble.

"Just like a regular kid, went to dances, drank beer like the rest of the kids around here," Veit said.

Shiner, a town of about 2,000 people about 80 miles east of San Antonio, revolves around the Spoetzl Brewery that makes Shiner, one of the nation's best-selling independent beers. Even gas stations here sell it on tap.

Flores' death is only the sixth homicide the Lavaca County Sheriff's Office has investigated in the last eight years. Shiner residents boast their squeaky-clean image on a highway welcome sign: "The Cleanest Little City in Texas."

At Werner's Restaurant, customer Gail Allen said she didn't want to speak for the whole town, though her comments echoed what others said.

"The father has gone through enough," said Allen, 59, who has nine grandchildren. "The little girl is going to be traumatized for life, and the father, too, for what happened. He was protecting his family. Any parent would do that."
